Job Description

JOB SUMMARY: Oversees CDC program operations, personnel, and program billing. Supports the administrative duties of the Early Learning and Family Services programs which include Child Development Center (CDC), Teacher Apprenticeship (TA), Parents as Teachers (PAT) among other programs. Assists in the management of grants to ensure compliance with Federal and State regulations.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

  • Responsible for the day-to-day supervision and scheduling of CDC staff; conducting staff performance evaluations, orientation, on-going support and training of staff.
  • Promotes a safe work environment and complies with safety guidelines.
  • Ensures compliance with all applicable federal and state licensing regulations, and RurAL CAP Policies and Procedures and all applicable federal and state sanitation and safety regulations and Child & Adult Care Food Program (CACFP) guidelines, to include traditional foods guidelines.
  • Provides program direction and leadership, for planning, implementation, and evaluation of assigned program services and operations.
  • Manage all aspects of billing for monthly tuition to families and other childcare assistance agencies facilitating payments and issuing payment plans as necessary.
  • Establishes partnerships with parents that are respectful, culturally sensitive and nonjudgmental.
  • Facilitate professional development opportunities for CDC staff as needed
  • Participate in internal and cross-departmental work teams to advance the department and organization continuous quality improvement efforts.
  • In partnership with the Early Learning Programs Manager, plans for current and future financial needs for the CDC, enrollment capacity, personnel management and child transitions.
  • Works with site staff, EL Programs Manager, and RurAL CAP Budget Coordinator to develop and maintain budget and expend funds in accordance with grant terms/conditions.
  • Fosters team effort, cooperation, and positive morale among staff members; seeking guidance from the EL Programs Manager when needed.
  • Conducts and documents staff meetings; attends regular supervisory meetings and all required training.
  • Accountable for all aspects of CDC staff to include; new hire paperwork, timesheets, PTO requests and scheduling and staff supervision.
  • In collaboration with EL Program Manager and other support staff (ECE Mental Health Consultant, Teacher Coach, etc.) ensures regular classroom observations of staff are conducted to ensure quality programming.
  • Follows RurAL CAP agency, Child Development Center program policies and procedures to maintain a safe, healthy and nurturing learning and care environment for children.
  • Responsible for producing and updating program forms, family handbook, policies and procedures under the direction of the EL Programs Manager.

SUPERVISORY RESPONSIBILITIES:

  • Supervises the work of assigned staff to ensure adherence to quality standards, deadlines, and proper procedures, correcting errors or problems as they arise.
  • Interprets and communicates work procedures, company policies, and basic employment and labor laws to provide assigned staff with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes.
  • Trains and instructs employees in job duties and company policies.
  • Evaluates employees' job performance and conformance to regulations and recommends appropriate personnel action.
  • Implements agency and departmental policies, procedures, and service standards in conjunction with the management team.
  • Discusses job performance problems with employees to identify causes and issues and to work on resolving problems.
  • Recruits, interviews, and select employees with Early Learning Program Sr. Manager in accordance with established agency policies and procedures.
  • Acts as consultant to agency staff and other community programs regarding the interpretation of program-related, federal, state, and county regulations and policies.
  • Speaks to community groups to explain and interpret agency purposes, programs, and policies.
  • Performs other duties as assigned.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

  • Must be at least 21 years of age.
  • Must have or be willing to obtain 12 credits in early childhood or in related field/CDA or Associates Degree in Early Childhood education, Human Services, or related field or achieve an AK SEED level 6 or higher.
  • Three years administrative and supervisory experience; OR 5 years of equivalent experience in a qualifying field.
  • Must pass state and federal background checks, including fingerprints.
  • Demonstrated ability to supervise 2 or more employees including long distance training and technical support, team building, and evaluating work performance.
  • Responsible work ethic with reliable attendance.
  • Must pursue an ongoing professional development plan including formal training certification or college degree as recommended by the program.
  • Must attend 15 hours of professional development training annually.
  • Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
  • Demonstrated high level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
  • Knowledge of principles and procedures for personnel recruitment, selection, guidance, and coaching.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations. 
  • Knowledge of program administration including administering budgets, conducting customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; and of group behavior and dynamics.
  • Knowledge of principles and processes for providing customer and personnel services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Must provide a TB screening and basic physical exam within thirty (30) days of hire with follow-up every three (3) years at employee’s expense.
  • Must complete and maintain CPR and First Aid Training certification at employer’s expense.
  • Must be able to provide own transportation to meet work schedule requirements.
  • Ability to be flexible, innovative and adapt to the changing needs of the program, department, and organization.
  • Demonstrated knowledge, skills, and awareness of, as well as commitment to, contemporary issues of inclusion, diversity, access, and equity.
  • Cultural competency with Alaska Native, BIPOC and LGBTQ+ families.

PREFERRED EDUCATION AND EXPERIENCE:

  • Degree (bachelors or masters) in early childhood education/human services or related field, or business/administration or a related field plus 3 years’ experience as an administrator of programs serving young children.
  • Experience managing a budget preferred.
  • Previous work, with or in a nonprofit organization.
  • Knowledge and experience in childcare centers.
  • Experience with SharePoint and Pro Care.
