Due to the competitive nature of the grant process, <strong>thread<\/strong> cannot provide assistance surrounding the project specifics or completing the application. <\/p>\n\n\n\n<p>For technical assistance, the following resources are available:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For local governments, contact <a href=\"https:\/\/www.akml.org\/\">Alaska Municipal League<\/a><\/li>\n\n\n\n<li>For private sector organizations, contact <a href=\"https:\/\/anchoragelandtrust.org\/\">Anchorage Community Land Trust<\/a><\/li>\n\n\n\n<li>For nonprofits, contact Zoe Olson at <a href=\"http:\/\/www.forakergroup.org\">Foraker Group<\/a> <\/li>\n<\/ul>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>Can the same organization\/community\/partnership submit multiple grant proposals for different projects and be awarded multiple grants?<\/strong> <\/summary><div class=\"gb-accordion-text\">\n<p>There are two grant opportunities: IMPROVE Child Care grant and the Community INNOVATION grant. Applicants are encouraged to apply for the grant program that best fits the project&#8217;s goals, scope and budget, and the grant eligibility guidelines.<\/p>\n\n\n\n<p>If there are multiple goals within the proposed project, please include them together in one project proposal. This is a competitive grant, and proposals will be measured against all received applications within the funds available. Projects may be funded fully, partially, or declined based on the review process.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>How many Community INNOVATION Grants will be awarded? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>The number of grants awarded will depend on the submitted proposals.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>What is the total amount of funding available for the IMPROVE Child Care Grant and the Community INNOVATION Grant programs? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>Approximately $8 million will be awarded between two grant programs.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>Will there be any effort to make sure some level of funding gets allocated throughout the entire state, including<\/strong> <strong>rural communities?<\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>Yes, the intent of the Community INNOVATION Grant is to support the needs of communities across Alaska, including rural and remote communities.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>What is a community<\/strong> <strong>partnership? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>For the purpose of this grant, a community is defined as a regional area, a group of individuals, a group that represents a combined need in the child care sector, or child care adjacent services. Partnership refers to multiple groups within a community who intend to work together on a project.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>For rural programs, does community mean<\/strong> <strong>the borough\/village or can it be regional partnerships?<\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>It can be both borough\/village or regional partnerships.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>Is a resolution required for tribal entities proposing a project that serves a regional area across several tribes\/communities?<\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>No, a tribal resolution is not needed. Documentation of eligibility is required for the lead\/fiscal sponsor agency\/organization.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>Can a nonprofit licensed child care center, or school district apply for the Community INNOVATION<\/strong> <strong>Grant with the plan to support the community? If not, can they apply as the fiscal sponsor\/lead business in partnership with a closed (due to COVID)<\/strong> <strong>child care entity to support reopening? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>Eligible applicants include: nonprofits, government entities, federally recognized tribes, private businesses with a State of Alaska business license in good standing. School districts count as a government agency.<\/p>\n\n\n\n<p>If more than one entity in a community is interested in applying, collaborative partnerships are encouraged.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>The application states that an applicant can request an extended timeline. What does that mean? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>All awarded projects are expected to be completed by June 30, 2025. If the project requires an extended timeline please include the proposed completion date in the proposal, as well as an explanation for the proposed change. All proposed extended timelines will have to be approved.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>If the applicant is unable to submit a proposal by the application deadline, will another grant opportunity be available in the near future?<\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>At this time, no other grant opportunities are planned.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>How are grants evaluated and scored?<\/strong><\/summary><div class=\"gb-accordion-text\">\n<ul class=\"wp-block-list\">\n<li>Project proposals will be reviewed, evaluated and awarded based on the following criteria for the Community INNOVATION Grant:\n<ul class=\"wp-block-list\">\n<li>Project Design: Key activities are clearly described; methodology is very effective<\/li>\n\n\n\n<li>Community Impact &amp; Partnerships: Need is extremely significant; has clearly identified system change; data is compelling and valid; planning includes clearly identified or existing community partnerships<\/li>\n\n\n\n<li>Project Timeline &amp; Outcomes: Method of measurement(s) is clearly described; degree of change is particularly significant; number served is very high; project timeline is extremely logical and appropriate for project scope<\/li>\n\n\n\n<li>Sustainability: Has excellent plan for sustainability after funding ends<\/li>\n\n\n\n<li>Project Budget: Has very clearly described and appropriate cost for its scope<br><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This is a competitive grant, and proposals will be measured against all received applications within the funds available. During the scoring process, emphasis will be placed on the Project Design criteria and Community Impact &amp; Partnership criteria. Projects may be funded fully, partially, or declined based on the review process.<\/li>\n<\/ul>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>What types of projects are allowed? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>There are minimal funding restrictions as to types of projects allowed. Creativity is encouraged. Due to the federal source of grant funds, project costs are allowable for any activities that are outlined under the <a target=\"_blank\" href=\"https:\/\/www.acf.hhs.gov\/sites\/default\/files\/documents\/occ\/CCDF-ACF-IM-2021-01.pdf\">CCDBG Act and CCDF regulations<\/a>, as long as the activities are responding to impacts of COVID-19.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>Is the budget range of $100,000 &#8211; $2,000,000 per year, until 2025? Are in kind (monetary or non-monetary) or matching funds required? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>If awarded, this is a one-time funding source. Due to the federal source of grant funds, project costs are allowable for any activities that are outlined under the <a target=\"_blank\" href=\"https:\/\/www.acf.hhs.gov\/sites\/default\/files\/documents\/occ\/CCDF-ACF-IM-2021-01.pdf\">CCDBG Act and CCDF regulations<\/a>, as long as the activities are responding to impacts of COVID-19.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong><strong>C<\/strong>an<strong> project funding be used to build a <\/strong>facility<strong> or add an addition?<\/strong> <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>No. Major construction is excluded by the funding source.  Construction means the erection of a facility that does not currently exist.  <a href=\"https:\/\/www.ecfr.gov\/current\/title-45\/subtitle-A\/subchapter-A\/part-98\">Federal guidelines are available here. <\/a><\/p>\n\n\n\n<p>Major renovation means:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Structural changes to the foundation, roof, floor, exterior, or load-bearing walls of a facility or the extension of a facility to increase its floor area.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Extensive alteration of a facility such as to significantly change its function and purpose even if such renovation does not include any structural change.<\/li>\n<\/ul>\n\n\n\n<p>See the minor renovation question below for more information on what is allowable.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>What is defined as (minor) renovation? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>Minor renovation, including to make programs inclusive for children and family members with disabilities. Minor renovations may also include:  Upgrading the kitchen to add safe electrical outlets, fix plumbing fixtures, repainting walls with non-toxic paint, renovating and updating bathrooms (e.g., sink, faucet, toilet, etc.) to ensure age-appropriateness and child safety, replacing cabinets with an adequate storage space for each child\u2019s personal belongings, installing rails and ramps that are accessible to individuals with disabilities, updating a sidewalk to provide a safe pathway for children, building or upgrading a playground, replacing fire sprinklers, carbon monoxide detectors, and smoke detection systems, replacing windows or doors, completing a minor roof repair. Removing non-load bearing walls to create additional space for social distancing.<\/p>\n<\/div><\/details><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-accordion gb-font-size-18 gb-block-accordion gb-font-size-20\"><details><summary class=\"gb-accordion-title\"><strong>What information is required for the detailed project<\/strong> <strong>budget? Are cost estimates or quotes required? <\/strong><\/summary><div class=\"gb-accordion-text\">\n<p>The project budget should include all the revenue and expenses for the proposed project.
